Universal Health Plan Governance Board
The Universal Health Plan Governance Board (UHPGB) is composed of nine experts who are designing a universal health care plan to present to the state legislature for vote. The UHPGB has created committees to join its work, comprised of board members and members of the public, recruited to voluntarily serve in the development of this plan.
The plan is due to the Oregon legislature in Sept. 2026.

Board subcommittees
Community Engagement and Communications
The Community Engagement and Communications Committee (CECC) is responsible for developing recommendations on community engagement and communication materials that will reach businesses, health care providers, and the public. These recommendations will go to the Universal Health Plan Governance Board (UHPGB) for final approval. The committee's focus will be on engaging with interested parties and specific communities as called out in the legislation that created the board. CECC meets on the fourth Wednesday of every month at 1 p.m. and is comprised of two UHPGB members and 11 members of the public.
Finance and Revenue
The Finance and Revenue Committee is responsible for developing recommendations to the board on a sustainable and equitable unified financing strategy for a universal health plan in Oregon. The committee will study and address the effects of the universal health plan on employers, individuals and families, and the Oregon economy. The committee meets on the third Tuesday of every month at 9 a.m. It is comprised of two Universal Health Plan Governance Board (UHPGB) members and seven members of the public.
Operations
The Operations Committee is responsible for making recommendations to the board on the future operations of a new public corporation dedicated to providing health care for all who live in Oregon. The committee meets on the fourth Thursday of every month at 1 p.m. The committee is comprised of two Universal Health Plan Governance Board (UHPGB) members and 10 members of the public.
Plan Design and Expenditure
The Plan Design and Expenditures Committee is responsible for making recommendations to the board on the elements of the universal health plan, including eligibility, benefit design, quality improvement, provider reimbursements, cost containment strategies, and workforce needs. The first task of this committee is to review any needed changes from the joint task force’s recommendations to benefits, eligibility, and provider reimbursement plan design to stay within cost estimates and revenue projections determined by the Finance and Revenue Committee. The Plan Design and Expenditures Committee meets on the first Thursday of every month at 1 p.m. The committee is comprised of three Universal Health Plan Governance Board (UHPGB) members and 16 members of the public.
Oregon’s Universal Health Plan Governance Board began working in February 2024. The board will design a simple, equitable, affordable single-payer universal health care system for Oregon, create the implementation plan, and then oversee and administer the plan. That means the board and staff will do the in-depth research and analysis to come up with the best solutions to every detail. The board includes members with a variety of expertise and backgrounds. They’ll present their plan to the state legislature in 2026. This plan will come to a vote in the legislature, or to Oregon voters, in 2027 or 2028. We could see implementation of this plan by 2030.

Improving the health status of individuals, families and communities.
Defending against threats to the health of the residents of this state.
Protecting individuals from the financial consequences of ill health.
Providing equitable access to person-centered care.
Removing cost as a barrier to accessing health care.
