Universal Health Plan Governance Board

The Universal Health Plan Governance Board will design a detailed, publicly funded, single payer universal health care system for recommendation to the Oregon Legislature for implementation to start as soon as 2027. 

The 2023 legislature passed SB 1089, the bill to create the Universal Health Plan Governance Board, and Oregon’s governor has signed it! Oregon’s UHP Governance Board will create the implementation plan, and then administer the plan. The Governance Board’s will create the detailed, publicly funded, single payer universal health plan.  That means the board and staff will do the in-depth research and analysis to come up with the best solutions to every detail.  The board will include members with a variety of expertise and backgrounds. They’ll then present their plan to the state legislature, so implementation could start as soon as 2027. 

The plan will benefit Oregonians by:

👉 Improving the health status of individuals, families and communities;

👉 Defending against threats to the health of the residents of this state; 

👉 Protecting individuals from the financial consequences of ill health; 

👉Providing equitable access to person-centered care; 

👉 Removing cost as a barrier to accessing health care.
