Health Care as a Human Right: legal background

First elucidated by the 1946 Constitution of the World Health Organization, states would declare that “the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being,” defining governmental obligations for specific health and social measures to realize for each individual “a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity.”   source: World Health Organization (WHO) Constitution, Preamble (Geneva: WHO).
